He takes control of say, Madagascar, and creates a massive army before being defeated with fire and lightning weapons.
Eh, let's go for more mashup.
The good doctor is hounded to the ends of the Earth for those who want his head and his notes. He escapes to Barsoom, where a Red Martian faction takes up his work in hopes to create beings that can either save the planet or allow for an easier invasion of Earth or Venus.
Okay, but let's add some more.
Seeing the horrors of Moreau's work, Stardust the Super Wizard gets involved and defeats the army of uplifted Martian super critters. Moreau is defeated, but his notes remain and now both the natives of Barsoom, Earth and Venus know of the existence of scientific rays. When they are incorporated into the military and industrial bases of those worlds, well things get interesting.
And a bit more.
The Lensman organization takes note of what is going on in the Solar System and blockades the region of space around it. Making contact with anyone outside that region will take guts and more than a little cunning. I am guessing the Galactic Patrol would find combat with super lemurs armed with transmutation rays to be a little outside their comfort zone. On the other hand, those rays and vivisectioning techniques could be useful in the war against the Boskonians... And draw the attention of Stardust, who is very angry about his technology used for war....
Or, instead of Stardust or Lensman getting involved
Moreau is abducted by The Chemist and forced to perform his work within the Golden Atom to the benefit of the people there. The Chemist's formula eventually leaks and the bridge between the macroverse and microverse is thrown open, allowing both sides to visit, or invade, the other.
Now how to fit House on the Borderlands into all that??
