I think that depends on how you plan to use it.
I can see it as a psionics skill, to be honest, sort of an offshoot of post-cognition, that lets the character tap into past memories.
As a perk, I would treat it the same as Powerful Ally, so the importance of the memory may vary and may not matter too much in the campaign depending on level.

Given that biological memory in humans tends to be tied to events, rather than just raw data like you would expect in a computer*, you may want to look at pre-cognition and post-cognition as templates. I say this because they don't necessarily give the user all of the answers, and instead just give partial pictures, often without context.
I can see genetic memories that are popping up at random for a character to be the more powerful ones (the fall of a city, a death of a loved one, a marriage, or the birth of a child as just a few examples), and they could be triggered by a variety of senses (smell and hearing are particularly powerful ones in humans, alongside sight, for triggering memories).
* I would expect computer memory to be random data in this case, which could give partial information, like a few still images or a short video, or a map with labels that requires a different key to understand. In contrast, biological memory seems more based on events and experiences, so that should be less like computer data.
