Local mutants use their ability to hide their community from most, if not all senses. The only typical exception is radar and few creatures have that.
How many towns have this is unknown for obvious reasons.

The ruin of a mycology lab is populated by snapping turtles with a variety of fungal and microbial based parasite mutations. One of the best known allows them microvision. Those individuals with it are the gardeners for the community as they can innoculate specific strains, thus deciding who gets what powers.
Outsiders need to pay big domars to get their own symbionts.

A handful of very bored journalist bots decided to liven things up by releasing some augmented dinosaurs from stasis. The machines succeeded but not in the way they expected. The dinos are peaceful uplifts that have a decent understanding of Shadow Age technology. Instead of a bloody conflict, the result is a high tech town.

The AI master of a Programmer enclave has sent out many of their numbers in a convoy to spy on its foes. Foes long dead, so the Followers are starting to see some flaws in their metal oracle. The convoy has a great deal of communication tech and they are well versed in repairing or building new communication artifacts, making them popular roving traders in the area.

Descendants of zookeepers have another convoy. They have several tanker trucks full of sealife they wish to release in the ocean. When they find it. For some reason they seem to be going around in circles and can't find their way to any saltwater shore.

One town of sheep uplifts are using a spacecraft engine to clear their fields and dig irrigation ditches and ponds. Overkill, but what else can they do with the engine and no other parts? Well, other than to kill the kraak that attacked last year. That go the local raiders' attention and they don't bother the flock anymore.

The local plants and farmers are not happy in the least and have no idea what to do- burrowing mutants aren't common in the area and even if they were, how many would know how to fix the water table?
