Teargas is a fairly new invention that can be enhanced by magic. Truth serum, amnesia, muscle weakness, induced phobia, temporary cosmetic mutations, and so much more is possible.

Having received a dispersed whiff or two myself in my time I'd say the up close and full dose stuff doesn't need much enhancement.
Obvious one (to me at least) is make victims go berserk, i.e.: start them pummeling the thing nearest them, i.e: someone else. Seeing as the users of tear gas are seeking to neutralize the crowd or mob watching them beat each other senseless is ... well ... free entertainment.
A gas that marks its victims is not even necessary to invent with magic, modern dye packs used for Cash-in transit security could easily be added to tear gas dispensers. Something that magic might do is mark the victims in a way that only the tear gas user can see or sense.
Assuming that the users of the enhanced gas are wanting to avoid actual deaths a gas that levitates the victims just enough that they can't escape but not far enough that they'll be critically injured when the effect wears off.
A gas to induce hallucinations doesn't need to be invented either, but one where the user can very specifically control the nature or the hallucination does require magic.
Actual law enforcement types might appreciate a gas that teleports victims into holding cells or nearby prisoner transports. Save them the hassle of actually doing the grappling and dragging and cuffing.
That's all I can think of right now.
