Client species
Client species posted in Species, Aliens, Xenoforms & Monsters forum comment posted by Myridian In my StarFrontiers games the Eorna were accepted into the UPF, and the races found on Volturnus became their client species. (Except for the Yernoids, those little bastiches didn't want to play nice.)
To me a client species is one that lacks the technology base for spaceflight and are being groomed to become part of the larger space faring society. Weren and Sesheyans are client species. T'sa and Mechalus are not, although those two lacked FTL, they were space faring and had the industrial base to take their places among the stars.
I also had in the backstory that Yazirians and Dralasites were client species of Vrusk and Humans respectively but have been fully accepted into the UPF.
