Instead of using arcane/mercane, the source of spelljamming helms could be tomb worlds. That means there are a limited number, though new sources could be found, and getting them may be very hazardous. (Honest I wish SJ was revived in the 3e era as its magic system could have resulted in all kinds of weird 'jammers designed by players.)
