The
GMG advises on defining organisations and Supporting Cast at Strategic Map (with Sites of Interest), Local Map (likewise), Cities and Towns (Where are the bad guys?) and Stations and Installations stages. The campaign setting and
Star Compendium show examples, suggesting leaders, interesting characters and typical members of organisations, with likely consideration how they'll interact with the heroes, besides use for plots as mentioned.
I have a few blank templates for them and can see what sort of precedents and guidance I can pull together.
