So you want to make a generally less-than-lethal gas (yes, it can be lethal for people with respiratory issues) and make it a potentially extremely lethal gas?
I mean, what happens if the transformed birds slam beak-first into a building and break their necks? (this does happen to birds, and tear gas would still make them functionally blind)
Or what happens if the birds transform back into people while at great heights, be it in flight or on the side of a tall building or in the branches of a tall tree?
What happens if they get picked off by predators?
If you were going to do something like this, I would recommend you turn them into small dogs.
Also, don't forget that there is a chance for the people using the gas to be affected by it.
