That sort of cultural controls could go wild, turning humans into a wide array of mutants (human, plants and animals). In such settings, there are no uplifts and everyone that has human-level intelligence is descended from humanity.
And it can happen again and again, forcing people to try to interact with the world with a new set of sensory organs every so often. If only someone could find out why this is happening and either shut it down or tell people what to do to prevent it from happening again.
