My thinking is that it really shouldn't be easy for civilians to get their hands on military equipment, especially missiles and heavier cannons. As a result, groups like non-state-aligned merc groups and pirates/raiders tend to instead use easier to find civilian equipment and then make modifications that turn them into military hardware, though they aren't as good as the real thing.
One of the more obvious ones is to modify probes and probe launchers to make them into missile weapons. That could be through replacing sensor packages for mining explosives to make a CHE or plasma warhead, and then modifying the probe's engine for higher output but with potentially less endurance (effectively melting the engine in no time).
Similarly, using civilian engines to create various kinds of direct fire cannons (using older fusion torches as a less capable plasma-based cannon, is an option; depending on the size of the torch, it could range between heavy plasma cannon up to fusion bore at PL7). The same equipment intended to fire a stream of plasma exhaust could also be used to build a rail gun or coil gun, as another option.
I would expect these direct-fire weapons to be different in at least some details (potentially rate of fire, magazine capacity, or range/damage), and could require additional equipment that the normal system doesn't need (like a fuel tank).
