Some things I missed mentioning:
- Doors are usually open but can be closed by mortals with magic. This is rank 12 FX and requires at least 100 adepts. Opening and closing do not create tsunami.
- Walls are usually rough enough that climbing is easy. In many rooms the terrain is so rough that small mortal-sized buildings can be built without fear of falling into the seas.
- Staircases (sort of) lead to the underworld (basement) or heavens (upper stories). Stairs are not waterfalls, they are just angled waters that can be difficult to traverse. Going down is easier than up and in some buildings the people living on the lower levels are descendants of those of the upper, unable to return home. Flying isn't an option unless by something that can float or swim as well.
- The buildings are usually of 3d8 rooms, though there can be many more.
- There is no outside even though the stars and sun are visible. Those digging through a wall or window will fall into oblivion once they reach the end of the material.
- Or there is an outside that is a huge metaplane in which the buildings float or sit. Moving between them will take many generations even for those using teleportation FX. A faster way is to use tangent traveling tech to another reality and then back to another building.
- As for divine inhabitants of the buildings, they are rarely seen or interact with mortals. And they do not open or close doors, at least any more.
