First couple of problems:

These go together to some extent, since more hulls within a total size makes each one smaller. The coracora also needs to stack outriggers outside outriggers in terms of damage flow. My Full Ugly rules may provide some help, or receive some ideas from this exercise.
I want a double-hull Small Craft of about 32 Hull Points. I might replace "interior" with "centre" zones, or see if it's workable to describe each hull with most of the damage zones of a hull one class smaller, Fore and Aft only for the proa, or - looking ahead - Light Ships zones for a Medium Ships design.
Spars joining the hulls also might support systems and receive damage. They might occupy (though take and contribute no space in) a damage zone of the larger or more central hull.
Thinking about it, the illustrated coracoras have three hulls (the main hull with fighting platform - which possibly could be described as a tower containing Accommodations - and two
pagguray with more rowers) and two outriggers. The blog mentions somewhere up to seven-hull designs. Six hulls (a double hull plus two subsidiary hulls, plus outriggers) also seems feasible. Or I need a distinction between outriggers and nacelles - that could be going too far.
Maybe the total number of additions, besides more generous allowances for individual types (four hulls, five outriggers considering designs fully encircling the main hull), could be limited to .. some number, scaling by size class, such as "the number of zones that are not aft zones" - one for the smallest Small Craft, two for bigger Small Craft, four for Light, five for Medium, seven for Heavy, thirteen for Super-Heavy.
The Dystopian Pokeverse suggests that the biggest (flagship) coracoras equate to a large fluyt or large junk, so, larger than a Medium Freighter, but smaller than an East Indiaman - a Clipper. They're also warships, though lightly built ones. I'm aiming around the size of a Light Cruiser, 320 Hull Points.
