I wonder if that can work very vaguely like spaceport(s), maybe not as closely as Defence Type and encounters do. Modifiers might look a bit different (by planetary hazards?) Reasonably large populations should have more than one top-tier hospital and likely (above) medical schools.
A hospital might also become a destination across space journeys, for another hopefully converging thread. |
Here's a draft - not the
only medical treatment available from CL 2 and not defining total numbers, but the best immediately available for specialist types of care, from the right of each description.

| The minimum (CL 1 with fairly placid medical demands) might be a colonial medic with a cabinet of supplies. Some Flaws or no doubt Perks could be plausible. |
An alternative for the first row might be a veterinary practice (given agricultural exports or a detectable middle class), otherwise resembling a general practice and without more specific rules in play, taking a step penalty to treat human patients, or a proportion of first aiders in the workforce.
