In monster movies the monster causes trouble, the heroes observe and make decisions and a plan. They then put the plan into action and usually defeat the monster.
Horror gives far less info to the heroes, they often don't have a plan to put into effect.
For Fantasy I've done Horror, for Science fiction I do monster movies. Investigate, gather clues, encounter monster, run away, gather more evidence, form a plan, put it into effect, occasionally watch it fail miserably, try again. Much more agency in the monster movie. Yeah in the monster movie there can be scary stuff, but the approach is more scientific, more analytical than "nuke 'em from space"
