At about Act 1 Scene 4 (though the structure's looking in need of some redesign) there could be a definite payoff, such as getting a drivespace comm relay working - if the heroes can get Friend Robbie to agree and to deactivate measures he's surely taken to stop his followers using it. That has implications for scale.
It'll be particularly helpful for the mission to have a line of communication back to Concord Prime, though not with similar arrangements to
a CBN work program in 2500, as
Concord Dawn's voyage is in itself a significant effort and risk to extend the new stellar nation's presence.
To help resolve some thoughts about escort vessels, for purposes of nominal
encounters, Concord Prime (I'll put it that way) might have a current naval rating higher than the minimum, edit: or with what I wrote earlier, as a stellar nation already, not a local polity.
Reading my earlier table, that doesn't actually change the conclusion: up to two frigates in tow might be right. Maybe they can get a second with some level of success (it seems like a mechanic that should particularly suit a semi-military campaign background), or if I can arrange for the mission to most likely lose or leave behind one - a
Traveller source might help me - that maintains tension at a certain point, OK, the point that I mentioned above. If the heroes head off that event, I think it's often appropriate for earlier preparations to make later scenes easier. A GM can always add more complications.
