In the Ancient Age animals were used for medical experiments. That stopped in the Shadow Age as much more effective methods were created. All of that is gone now and some AIs have taken up animal vivisection, esp of mutants to discover anything that might be used to improve the health of humans (mutant of PSH). A few have also started to consider plants but that is still in its infancy.
For obvious reasons the Ranks, Zoopremists and their allies have a problem with this. On the other hand, simply destroying these machines will further the effects of poor health upon everyone. So the heroes are tasked with freeing the sapient animals and not destroying the computers behind the abductions.
Of course they could accidentally destroy the medical machines, but then they may have to deal with the consequences themselves...
